This will probably get reprinted in the US Limited Edition version of the game (published by Aksys Games), release date should be 2012/02/22.
I am not adding a reprint now as we lack too much infos.

It seems like it's a pre-order bonus and not an enclosed one ?

I suspect that announcement was made before details were finalized.
The text basically says the preorder bonus (calling it "BLAZBLUE Original Soundtrack"...) would include new music by Ishiwatari.
This album is the only preorder bonus AFAIK, announced later, including said new music.

So I think I'll disable this entry if we can't find further proof.

Also, if the tracks are the only new ones (?), that makes sense.
