the cat.no was guessable since FVCG releases with at least 2 CDs have those -1,-2,etc. according to their order of appearance
so, since that release is DVD+CD, the cd cat.no would be normally -2

This is a two-disc release, but we only had it marked as being one disc. I've added the DVD to the entry. I've also changed the album catalog number to what's on the material, and added the hyphenated catalog numbers to their respective disc fields.

It wasn't added for a reason: it's not relevant.

This is a DVD+CD release, not the other way around, so it's treated the same way as any other enclosure entry.

The DVD really doesn't have material relevant to the database? I certainly understand the rationale you're explaining - we wouldn't include the DVD in an entry where a music CD came with a game, for example. I'm just a bit confused because the classification guildelines explicitly include radio material as a part of the "Drama" category. So it's not like radio CDs (or DVDs) are "not relevant" as you've said.
