I think this Namco employee's name is probably Tomomi Tagawa, but I don't have anything definitive.

"Tagawa" appears in the URL for blog posts written by this person, http://blog.dengeki.com/fragile/tagawa/, so that should be correct. There's a Tomoni Tagawa credited in the Special Thanks section of Tales of Vesperia (that's how it's spelled in the game), so they might be the same person, I don't know.

Fragile is being released overseas later this year, and this person is in the credits as a designer, so we'll find the name out then if we don't know beforehand.

Well, I used Rikaichan on the kanji and transcripted it says Tagawa (or Takawa, both is possible) and Chibi (or Chimi).

Reading "chibi" in romaji you think about "little" by instant but Rikaichan shows no connection between the kanji so I don't think "Little Tagawa" is meant here. Either it's a new person or an known composer use an alias.
