I've found some sites that list a disc 2 that has 20 tracks. For example:

It seems like the voice collection track has been split into a track for each character or something. I can't find any scans or anything for such a version though, just some websites (I don't know if they're reliable sources or not). Does anyone know anything about a print that has 20 tracks for disc 2?

I found a rip that confirms what you said Medina, but there's no scan.

The current scans here say "11~", in other words "11 and the rest of the tracks".

I think the current freeDB tallies pretty much confirm it. Nobody has been able to look up the 2nd disc because the track total is wrong. Anyway, I've added the extra tracks to the English tracklist. The Japanese tracklist is already the correct length, but it's got some non-official titles for the voice tracks.
