Am I right in my assumption, that all tracks from this album have not been released on any other previous release?

"Akira Nobuya" and "Noriko Tsutomu" are a misinterpretation of Yoshi's Cookie's credits. The game credits music to four people listed only by first name, rather than two people listed by first and last name. The staff who have their full names listed appear on a single line, not split: https://www.youtube.com/watch?v=7pG1pgMj8UU#t=0m30s

I'm not going to link a group of composers for a single arranged track without knowing which of them specifically composed it, but I'll keep them in the notes.

Nobuya = ?
Akira = Akira Sato
Tsutomu = ?
Noriko = Noriko Nishizaka

The game was apparently developed by TOSE, not Bullet-Proof Software like Wikipedia says.

There are a couple of other TOSE Norikos who worked on the GBA ports of FF4~6, Yokoyama (4) and Ishida (5, 6), but I think those two are probably the same person and different from Nishizaka.

Is TOSE's Akira Satou the same as the Seibu Kaihatsu Akira Sato? It's nearly impossible to find kanji for TOSE's audio staff in the games themselves, and Akira and Sato are incredibly common names so I wasn't particularly sure. According to Go Sato, Akira Sato had retired from Seibu Kaihatsu by the time Go joined in 1991.
