About the track 4 (the song "Honoo wa Mirai e"), Takanori Arisawa is credited as arranger in several websites, like Anison Generation and Japanese Wikipedia:

But Tatsumi Yano is credited as arranger for the instrumental version of this song in the album "Tokkei WINSPECTOR ORIGINAL SOUNDTRACK" (COCX-34243~4), Disc 2-15:

I don't think the arranger can be different for the vocal version; and then for all other Winspector songs, the composers and the arrangers are identical for both versions.
I also see that for the 2 other songs (the opening and ending themes) where the composer is Kisaburo Suzuki, we have Tatsumi Yano as arranger too.
So I follow the credit written in the booklet.
