According to an entry from the Windows Vista Blog, the startup sound was created by Robert Fripp (melody, soundscape), Tucker Martine (rhythm) and Steve Ball (harmony, orchestration). Ball was also in charge of the creation of the system sounds, and Benjamin Bethurum has confirmed that he provided support in reviews.
