Composition of the first track is credited in the scans to Nintendo/TOSE, but we can do better than that. It's a vocal version of the track 海のねいろ (this is kind of a weird title, "Timbre of the Sea"? anyway it's track 2 in the sound test) from the first Legend of Stafy game, composition of which was done by Youko Matsutani and Morihiro Iwamoto.
