drdevilfx made a potential breakdown for the game a long time ago. It feels appropriate to link that here, but also I wanted to update the confirmed tracks and show off my own speculation, making a whole new list essentially.

Confirmations:
Hideki Naganuma uploaded 4 songs to his Soundcloud page
Hideaki Kobayashi mentioned his two songs in a SEGA TECH BLOG post.
Hideki Abe has, through JASRAC, confirmed 5 tracks that he composed, but it's just the titles.

I suspect Abe also made all the jingles that can play throughout the game and don't interfere with the below songs.

Ball_02 - Masaru Setsumaru (just replicating drdevilfx's guess, I don't feel too strongly about it) could also see it being Teruhiko Nakagawa
Bird -
Bossa - Hideaki Kobayashi
China - Fumie Kumatani (somwhat resembles Theme of Babylonian / Legend of Babylonians from Sonic Riders, even down to the melody near the end of China)
Enka - Teruhiko Nakagawa (reappears in New Roommania: Porori Seishun with vocals [as 温泉戀唄 "Onsen Love Song"), so is probably by someone who worked on that game) (I think a lot of the instruments were also used in PRO YAKYU TEAM WO TSUKUROU! and PRO YAKYU TEAM DE ASOBOU!, but I could be wrong)
Fusion - Hideaki Kobayashi
Girl / Mah - Hideki Naganuma
Japanbgm / Nippon - Hideki Abe (main instrument is the same between this track and STAFFROLL) (might be 紅き国)
Jazz - Yutaka Minobe (he's probably the most prominent jazz artist of the group. The melody also overlaps with Casino Paradise very early on, so is probably by one of the 2 Sonic Advance composers)
Jj - Teruhiko Nakagawa (the guitar sample in this track reappear in the main menu theme for Guru Guru Onsen 2, so is more likely by a shared composer) I could also see this being Seirou Okamoto
Nakai - Hideki Naganuma
Oni / Shogi - Hideki Naganuma
Orgol / Orgel / FORTUNE STAR - Hideki Abe (the song is reused in a commercial within New Roommania: Porori Seishun, and the song title is credited an episode of Radio DC that plays all those commercials)
Pops1 - Seirou Okamoto (matches his off-kilter grooves and his jump from instrument to instrument)
Pops2 - Seirou Okamoto (same as above)
STAFFROLL - Hideki Abe (might be ふるさとへの道)
Title - Hideki Naganuma
Tk - Hideki Abe (might be "Thanks Everybody!", especially since the first lyric of the song is "Everybody")
