arrangement usually means the artist arranges music by other artists or songs whose composers are unknown, but both M-07 "Sacred Color" and M-09 "Time of Destiny" are the main themes Taro Iwashiro himself composed for NHK dramas.

@hztao1025 No, because they are not the original sound versions and were made apart from the original soundtracks themselves. They're from 2003 rather than the run time of the listed media they came from (unless they were used in series and only released years later, which is highly doubtful considering that date).
Also, there is no such rule for arrangements. This album for example is by the original composer and is still an arrangement.
