Shouldn't this one be the reprint, as this was released in 1993 compared to the other ones being from 1992?

Yes, if the release dates are correct. That 1992 for the British one is sketchy, since it was probably just taken from the copyright (which is 1992 on POCP-1295 too.)

Where does the Hirokazu Tanaka as composer credit come from? Would he qualify more as an arranger?

It came from his official website, which lists him as the sound creator of the Game Boy version of Tetris.

-Since this a remix album for the Game Boy version, I think Hirokazu and the original Russian composer (whoever he may be) are best referenced in light and dark blue in the composer field, respectively.
-Steve Mccutcheon, Nigel Wright, and Robin Sellars would actually be the arrangers of this album, since there's more than just the original BGM being played here.
-Then there's the voice (aka Doctor Spin), the performer of this album, who I believe is Andrew Lloyd Webber, but it's just theory.

*The wiki page you linked to also said that "Tetris Holding LLC holds a sound trademark on the song for use in video games," so I think it's OK to simply list the Russian origins of this song in the notes section until the original composer is discovered, if and when that actually happens, that is. Until then, I think Hirokazu Tanaka as the composer is alright; Yukio Kaneoka's compositions for Mario Bros. are of the same type, referencing old work, yet Yukio's still credited for it.

EDIT (03/15): This page tells us that Doctor Spin is a pseudonym used by Andrew Lloyd Webber and record producer Nigel Wright. In other words, they're both Doctor Spin.

Shouldn't a new unit be created and add it to the arranger credits then?. According to that article, they intentionally created the pseudonym for the Tetris remix, so I think that warrants en entry (not the Play Game Boy track, though).

btw this cd is an imported cd, so it has already been released before
the (Y) on the back cover stands for Youban (洋盤)

any cd with (Y) means the origin isn't japanese
