All the information I could find on this one is from a YouTube video:

Apparently it is a rare Japanese vinyl promo, so it might be pretty hard to find more information on it. I'm not even sure about the actual name of this promo, actually.

Wow... Discogs? Can you provide a link, please? I searched all over Google, but apparently I failed.

Not sure if they should be used as scans though, since taking stuff off YJA is always iffy.

ok. i will share something, and a question at the same time.
Back in 2000 I had a friend living in japan, and she many times, sent me record audio cds, some times, complete anime soundtracks (escaflowne lovers only, ah my goddess the movie, etc), some times she would send me some promo stuff, (devil may cry, which i shared also on the comments here - > https://vgmdb.net/forums/showthread.php?t=1509&page=2) , jpjp cds (Ayumi Hamasaki, Hirunobu Kageyama, aikawa nanase, I've girls, Do as Infinity, malice mizer, dir en grey, etc)
at the time, i never actually thought of asking questions as if an interrogation was taking place. xD I was just happy she was sending me these cds and i was having fun.

One cd, in particular, she recorded cd audio with tracks from a lot of games..
(ended up knowing years later she recorded zone of the enders ova full promo 2167 idolo, and i thought it was music of the game, cause she knew i loved and was wating to buy the game)
One winged angel, liberi fatali, 3 shenmue orchestral tracks, Suikogaiden Orrizonte tracks, 2 vocal tracks from Vjedogonia (an hentai game she sent me, but was not able to play on my computer at all at the time. this was 2001)
And EYES ON ME ALMIGHTY MIX full version is in this cd too.
For years i tried to find out where was this track originally from
Yeah, I can see its vinyl, but was it in any a cd version? Because my audio cd its full track with no vinyl "pops" whatsoever. so I still wonder if there was an actual cd release.
(she also made a compilation of hentai games music, and some of them i think i will never where are they from...)

I dont know if this answers on how my friend was able to get me promos i dont see anywhere on the web or any info about it, but she was an exchange student from Japan to Portugal, she went back to japan in 1999, and she had part-time job at TV Tokyo. Today i assume maybe she had some contacts there and was able to get some of this stuff.
I have no more contact with her, since 2005, being the reason death. So i cant ask anything more

i did not noticed the time length here.
Its 4 minutes on my audio cd yes. and that was released in Feburary 2001. Japanese Edition was released a year before:
Hey. thanks, you managed to discover what i was not able.
For some reason... and don't ask me what made it stuck in my head, i thought that track was on some dance mania or avex electronic music collections of theirs, like cyber trance and such.
Silly me.... it was on an album of her.
thanks again. Mystery solved
