Are we talking about Playstation Store as on PSN? Because if yes then the release date can't be right (Mar 14, 2006). PSN was launched in November 2006.

Yes the album is still available on the PS store (I used my PSP to download the tracks).

As for the release date, I'm not sure of it myself since the downloaded tracks don't have any tags, so I used the release date of the game.

I found a release date: June 12, 2008. Almost everything that gets released on PSN is mentioned in that blog, with a few rare exceptions.

Also strangely enough if logging in to Playstation Store from PS3 and searching for "syphon filter" it will not find this soundtrack, but if doing the same from PSP (as mentioned by Gerbur) - the tracks can be downloaded one by one.

... If the soundtrack was released as single files... without any sort of ID3 tags... then where did the cover art come from?

I tried searching for the image via TinEye and it mostly found pictures of the game's front cover.

Each track does have ID3 tags actually, maybe I can see them because dBpoweramp is installed?
No cover is included though.

The cover is indeed on the download screen for these tracks

On my PSP screen, I saw what the cover for the soundtrack looked like and did some small photoshopping on the cover of the game to make it look like what I saw.
